Organisation of the political community

Core of democracy

The community is the core of the Swiss Nation and its direct democracy. Compared to other developed countries, the independence granted at this level is unique, giving each citizen the opportunity and right to participate in the local political agenda. Institutions can fullfil their duties properly only if people are actively involved in building and shaping their living space and the future of their community.

Community assembly

The community assembly is endowed with the following powers:

Put into force a local governmental code;
Decree legal rules, if that competence does not lie with another body according to Canton Law;
Elect the members of the council as well as its chairman, the secretary, the mediator and his/her deputy as well as the auditors;
Designate the treasurer if the council is not authorised to assign the financial department to one of its members;
Resolve upon the approval of the accounts of the single administration branches within the community;
Set the annual budget and approve the municipal taxes;
Authorize credit lines for road and school building as well as other extraordinary expenses;
Decide on real estate investments;
Set up wage and employment regulations for officials and those employed by its bureaus;
Set up, diminish or reallocate funds and decide how the profits are to be used;
Decide in citizenship matters.

Polls

Elections and community issues are decided upon at the polls, the latter having been discussed during a prior community meeting.

The general assembly approves the budget, tax levy and the annual accounts of the local administration and its departments.

Local Council

The Council ist the executive and administrative ogan of the community, which it represents officially.

The Council is composed of 12 members, each responsible for a specific department he/she presides.

Auditing committee

The auditors control the financial statement of the municipality and its departments, the annual budget and the assets in accordance with statutory provisions.

The auditors edit a written record of their findings and of any extraordinary details they may come upon, as well as their official requests to be presented to the general assembly together with the accounts.

Every municipality must appoint a number of committees as provided for by the Laws of its Canton.

Fliessende Informationsvermittlung

Mit der nötigen Aufmerksamkeit informiert der Gemeinderat die Bevölkerung laufend über seine Tätigkeiten. Das jeweilige gemeinderätliche Bulletin (Gemeinderatsverhandlungen) erscheint alle zwei Wochen. Es wird den Zeitungsredaktionen und Radiostellen in der Region zur Verfügung gestellt. Interessante und aktuelle Projekte, Vorhaben oder Begebenheiten werden zudem in Bild und Text in der Ortszeitung Rigi-Post näher vorgestellt.

Gemeindewerke Arth (Elektrizitätswerk/Wasserwerk)

Die Verwaltung und die Betriebe befinden sich in einem eigenen Verwaltungs- und Betriebsgebäude, und zwar in unmittelbarer Nähe des Rathauses (Arth, Gotthardstrasse 21).
